The long term vision of the Leadership Institute
To maximize opportunities and potential for tribes and the state to work together in a collaborative environment with the current state administration.
Identify the need for and protocol for a consultation dialog between tribal and state government agencies: how consultation will be defined and creating uniform expectations from agency to agency.
The 2004 Institute focused on successes of the past. The 2005 Institute focused on moving forward with what was learned about what works and utilizing those approaches on issues in the present and the future.

In 2004 the conference focus was Solutions, Successes and Opportunities in the past. In 2005, The Institute focused on how to put what we have learned into action NOW to ensure successful outcomes in current and ongoing negotiations in tribal partnerships with other government agencies.

"Solutions, Successes and Opportunities for Tribal, State and Federal Partnerships. This event was designed by tribal, state and federal representatives, to celebrate intergovernmental successes and improve interactions in the future by identifying what contributed to the successes. The Institute also provided a starting point to build new working relationships among tribal and agency staff and leaders.
This was the fourth Leadership Institute sponsored by The Montana Consensus Council and funding was provided through a Hewlett Foundation grant.
There were sixty-three participants that included tribal leaders and staff from six Montana reservations; a county commissioner and a rural water district staff person, state and federal resource agency staff; non-profit and private consulting representatives, and journalists.
Participants commented that this was a unique and important gathering and praised the focus on success stories and lessons learned from projects between tribes and the various agencies.
